A complaint letter gets an answer when it says who you are, what happened, what you want and what proves it, and when it lands on the desk of the office that takes that kind of problem. This 777JILI page sets out those four parts as the DTI prints them, then sorts the Philippine offices by the problem each one handles. Every office here has a page of its own: a DTI complaint walk-through, refund rights under consumer law, what a demand letter does, small claims for money disputes and the PNP ACG’s published contacts.

What a complaint letter holds

The DTI’s e-Sigaw page on consumer complaints handling says a complaint letter carries these details:

  1. Complete name, address, e-mail and contact number of the complainant and of the respondent.
  2. A narration of facts.
  3. A demand.
  4. Scanned and attached proof of the transaction and any government-issued ID of the complainant.

Article 159 of RA 7394, the Consumer Act, lets the concerned department start an investigation “upon petition or upon letter-complaint from any consumer”. The same article tells the department to set up procedures for logging, investigating and answering consumer complaints. Write the letter so a stranger could follow it with no phone call to you. Put the dates, amounts and names of the transaction in the narration, and put what you want, such as a replacement or the return of the amount paid, in the demand line by itself.

Which office takes which complaint

The DTI’s complaints page carries a matrix of consumer agencies and areas of concern. These rows are printed on it:

ConcernAgency the matrix names
Banks, non-bank financial institutions, pawnshops, credit cardsBangko Sentral ng Pilipinas (BSP)
Telephone rates, cellphones, TV, radio, internetNational Telecommunications Commission (NTC)
Life and non-life insurance claimsInsurance Commission
Mutual funds, financing and lending, listed companiesSEC Corporation Finance Department
Claim for insured deposit, deposit insurance coveragePDIC

Gambling is not a row in that matrix. For the regulator’s own addresses and lines, read the PAGCOR office addresses exactly as the saved pagcor.ph pages print them. For deposit insurance questions, read what PDIC says it insures.

Two more channels come from agency pages saved for this site. The BSP’s page says “You can file a complaint through the BSP Online Buddy, BOB”, and prints an alternative Complaints, Inquiries and Requests form sent to consumeraffairs@bsp.gov.ph and a direct line, (02) 5306-2584. The SEC’s advisory dated 3 October 2023 says “please send your report through email at epd@sec.gov.ph”, which is the Enforcement and Investor Protection Department.

How to file a complaint with the DTI

The DTI’s page sends a consumer to its Consumer Complaints Assistance and Resolution System, called CAReS, and lists consumercare@dti.gov.ph and 7791-3148 for technical help. Outside Metro Manila, the page points to the provincial office directory. DTI Department Administrative Order 20-02 puts mediation first:

  1. File with the Mediation Division, a DTI Regional Office or a Provincial Office.
  2. Mediation is to finish within seven working days from service of the Notice of Mediation.
  3. If it fails, the Mediation Division issues a Certificate to File Action.
  4. A formal complaint follows; the order allows ten working days after service of that certificate.

The DTI’s complaint pages print no filing fee, so ask the office that receives your paper what it charges. The full sequence, with the decision limit of fifteen working days, is on the DTI complaint steps page.

A consumer complaint under RA 7394

DAO 20-02 defines a consumer complaint as a written allegation of violations of the Consumer Act or any Trade and Industry Law arising from a consumer transaction. Article 169 of RA 7394 sets a window of two years from the time the consumer transaction was consummated, or from discovery in the case of hidden defects. These are the articles of the Act that matter to a letter:

ArticleWhat the saved text says
100If an imperfection is not corrected within thirty days, the consumer may demand replacement, reimbursement of the amount paid, or a price reduction
159The department may investigate on a letter-complaint from any consumer
164Sanctions include a cease and desist order and administrative fines of not less than P500 and not more than P300,000
169Two years to bring an action

The RA 7394 consumer rules page covers the sales-practice articles, and the refund page covers Article 100 and the DTI’s answer on “no return, no exchange”.

From letter to demand to court

PaperWhat the saved text says
DemandArticle 1169 of the Civil Code: delay starts from a judicial or extrajudicial demand
Statement of ClaimThe Supreme Court’s form asks whether you asked the defendant to pay before filing
CeilingThe rule covers money claims not above ₱1,000,000

Read Article 1169 and a demand letter before you send one. Then see the small claims filing steps for the court route, where no lawyer appears at the hearing unless the lawyer is the plaintiff or defendant.

Scam and cybercrime reports

ProblemPage on this site
A scheme paying earlier members from newer onesPonzi scheme red flags
A text or call imitating a bank or agencyspoofing and fake sender checks
A report to the police cyber unit, which lists a Cyber Response Unit e-mail on its contact pagePNP ACG contacts, as archived

Your data and the casino account you hold

A sign-up form collects personal data, and personal information on a sign-up form explains the privacy rules behind it. The 777JILI casino hub lists what this site covers under the name. Before you write about a payment, read casino payment methods in the Philippines to see how six rails describe themselves in their own words.

Keep these three papers for any letter, whichever cashier or sign-up page the complaint is about:

  1. The statement or receipt that shows the transaction, scanned, as the DTI’s list asks.
  2. Your own dated notes of what happened, in the order it happened.
  3. A government-issued ID, which the DTI’s list also asks for.

A complaint about how a page handled your personal data has its own route, described on the personal information page; a letter about a sale goes to the DTI.

FAQ

What goes in a complaint letter?

Do I have to try mediation before a formal DTI complaint?

The DTI's own FAQ says mediation is mandatory and a condition precedent to a formal consumer complaint, which can be filed after the Mediation Division issues a Certificate to File Action.

Where does a complaint about a bank or e-money issuer go?

The DTI's matrix of consumer agencies sends banks, non-bank financial institutions, pawnshops and credit cards to the BSP. The BSP's page names its Online Buddy, BOB, and a Complaints, Inquiries and Requests form.

Is a demand letter required before a complaint?

Article 1169 of the Civil Code ties delay to a demand, with three exceptions it lists. The DTI pages saved for this site do not print a demand letter as a condition of filing.

The Supreme Court's rule covers a claim for payment or reimbursement of a sum of money that does not exceed ₱1,000,000. It excludes other kinds of relief.

No. It explains what each law and agency page says and where a paper is filed. Whether a rule reaches a given business is for the office that receives your paper to say. These pages are for readers aged 21 and over.
